Black Country Fostering: A proud partnership of four local authorities

Black Country Fostering is a new regional partnership bringing together fostering services from Dudley Council, Sandwell Children's Trust, Walsall Council and the City of Wolverhampton Council.

Working together through a shared regional hub, the four local authorities are creating a single fostering service that combines expertise, resources and recruitment efforts to attract more foster carers from local communities and provide more safe, stable and loving homes for children and young people across the Black Country.

At the heart of the partnership is a simple ambition: to ensure more children and young people can remain close to the people, places and communities that matter most to them.

About Black Country Fostering
Can I foster?

By recruiting more local foster carers, Black Country Fostering aims to enable children to stay connected to their schools, friends, support networks and family relationships, helping to provide greater stability, a sense of belonging and better outcomes.

The hub acts as a central point of contact for anyone interested in becoming a foster carer. This means enquiries are responded to quickly and consistently, with prospective carers receiving clear information, guidance and support from their first enquiry through to approval. A dedicated and supportive journey helps people understand the fostering process and feel confident about taking the next step.

Working as one regional service also enables the partnership to share standards, processes and expertise across recruitment, assessment and quality assurance. This creates a more consistent and transparent fostering journey while maintaining a strong focus on the needs of children and young people. Regular monitoring and continuous improvement will help ensure the hub delivers high-quality outcomes for children, foster carers and families across the Black Country.

The Black Country Fostering Hub is designed to improve placement stability, strengthen support for foster carers and create a more efficient, collaborative service. By working together across the region, the partnership can better meet the growing need for foster carers and help ensure more children have the opportunity to grow up in safe, nurturing homes close to home.
